I guess their justification has been, "well, we have Rock/Cena, HHH/Brock and 'taker/Punk... that's what is selling the PPV". And while it's true nothing they do with Cody, Ziggler, Orton or Cesaro is going to increase buys, why not still have a show that feels relevant and tells a good story?
