Nah it's not really like Burn Notice, maybe the buddy elements and having mercs but that's where the similarities end it's more like The Raid or The Night Comes For Us in terms of the world it exists in, hell any John Woo flick prior to him going Hollywood, Mr Chang one of the characters is basically Chow Yun Fat in animated form.

In the sense that a guy’s living a regular life then gets caught up in shyt. Difference is there is no out. More like the closest an anime has gotten to Burn Notice. Characters live in a semi-autonomous crime city earning money as courriers.

this woulda gotten a 8 from me.
It's my go-to anime recommendation for folks who never checked for anime, or don't like anime cause of it's overly used "childish" themes and plots. ESPECIALLY if they love action movies.
No kids or teenagers saving the world, no ninjas, no death gods, no magic, no elves, no space battles, no giant robots, no being born in another world as some fantasy animals. Just thugs, goons, head bussing and wig splitting.
The story of a small team of crooks trying to survive in a world of crooks but trying to stay unaffiliated. Such a simple plot. This anime does it so well.
why an 8, then?
1. Weak first ep, in my opinion. I usually tell folks to skip it.
2. No ending. The dude that created it just.. stopped writing/drawing it and starting creating hentai. fukking japan, man.

Not true. He still does the manga. In fact, he just released a chapter this month and the next one is in February.

I woulda gave it a 10 if it ran longer.
Never knew you did this, but anyone I forgot where I first heard about this. But I'd give it either a 9 or 10 just off the fact it is confusing or other worldly, just a realistic anime adaptation of what COULD happen in a mercenary state.
