I would rate it 10 but I'd need convincing on that; a 9 maybe, based on the action set-pieces.

What other anime in similar setting gives you that level of character development? Gives that motivation to the characters where their actions are completely understandable. Rock's growth is . The way Balalaika runs the spot like the fukking reaper. Lord Jesus. And Roberta. If ever there was a wild card, that made you think she could end them all, it's her. Had

looking tame by comparison. The world building, the character, the inter-governmental fukkery. The only anime to do it better is HxH.

9 - there is something about animated crime capers that just do it for me, imagine Madripoor without mutants but with god level mercs and assassins and that would be Roanapur in a nutshell:

Its real dope, has cool characters and nice action sequences, good storytelling, dope dialogue, solid soundtrack, pretty much everything you want in an anime. But with that said, it didn't blow me away like wow Im watching some next level epic classic shyt the way a 10 makes you feel, so yeah 8 it is.

I need to watch this again actually.

But i remember really liking the action scenes in context (watched it in 2008), it felt short, and brutal, whereas stuff like darker than black....whilst good, felt kinda drawn out, and don't even get me started on shonen an such.
