Do inmates wear shoes when processed and photographed against the height chart?

Jada Pinkett is short and anybody 5' 11" would tower over her (and I'm certain he was wearing boots in this picture)

He towered over her both in childhood and adulthood. Why is this so hard to believe?

Because 3 different people I know bumped into him...and said that he was short or shorter than they thought he would be.

I'm not disputing the jail id height.....just a bit puzzled.
