For division purposes sure but the plan should be to gradually make the conferences make more sense in terms of city location.

I guess you could move OKC from Northwest to Southwest since that makes more sense, and then get New Orleans and Memphis in the East. Didn't even think about that, and I already suggested moving Phoenix to a more logical division

Edit: Just realized the conferences would be imbalanced as this would give the East 17 teams...so how about just moving Memphis and then splitting the divisions into fours. So you got

West: Northwest (Portland, Seattle, Minnesota, Vegas), Mountains (Utah, Denver, OKC, Phoenix), Southwest (Texas + NOLA), and then the Californias

East: Atlantic (NY, Brooklyn, Boston, Philly), Lakes (Toronto, Detroit, Cleveland, Milwaukee), Central (Chicago, Indiana, Memphis, DC), and Southeast (Atlanta, Charlotte, Orlando, Miami)
