I found this on the Grizzlies message board a few weeks back, and it's the best reasoning I found on why being a lottery team>>>>>>treadmill/being content with just making the playoffs:

A lottery team is like a poor college student. He is poor but he carries optimism because his future has hope and no boundaries.

The Grizzlies are like a middle class man with a job he hates that he can't leave and buried in debt. While he has more disposable income than the poor college student, he really has no hope of getting out of his hole and improving his situation. He dreams of doing something to become rich, but his 60 hours a week ties him down all day. Also, in terms of wealth he continues to overspend and get poorer (more debt).

So thats it. The college student can dream more. Being able to dream of a brighter future brings hope.
