Officiating has been pathetic in this Spurs-Hawks game, but the 4th quarter has been a total back and forth affair. You watch Atlanta in this game and think they should be at least 6 games better. Not sure where their effort has been for weeks.

To make the playoffs and potentially re-sign him.

Millsap wouldn't settle for a first round exit with the Kings at this point, no big FA will be staying if they get traded there. The organization is trash and they don't have talent, there's no reason to leave the Hawks if that's his mentality.

Unless they form a big three right now and make a push for a higher seed than 8th, I don't think they can build anything around Cousins. Their best case scenario would be landing Hayward and Millsap before the deadline and try to convince them to stay, which would be hard since pretty much every team wants Hayward. I can't see any big FA from this year joining them, no one knows if Cousins is staying either.

While you make some good points you're applying logic to the way the Kings front office works, they would most likely trade for him and max him out on the new super max. They are a desperate poorly run team and moves like this where a team signs some all-star talent who is a 2-3 years away from a steep droppoff happen all the time.
