It's strategy. They didn't want to see the Bulls OR the Heat had they gotten in. But definitely not the Bulls considering the Bulls swept them in the regular season. Playoffs for the CAVS is all about the best matchups they can get to the road to the finals. And being the 1st seed and facing the Bulls is definitely not it.
