Nothing was "allowed". When the Russians 1st invaded in 2014, Ukraine was weak, and there are pro Russian sympathizers in the east. Again, they are fighting an uphill battle in 2022, but the fact that they are still in the fight at all, let alone killing thousands of Russian troops and capturing massive amounts of materiel shows that Russia is very weak.
