She wants him to settle and keep her identity private at the same time. Rose has to make sure if he settles with her legal team they will drop the pending criminal case and refrain from going that route after the settlement is finalized. Her identity being private is her only trump card, because if that comes out then nasty stuff can come out about her which can ruin her claim. Rose really messed up here pushing for that threesome. He should have found a more willing broad that was down for a that kinda stuff. Even if he wins this, his rep or humble whatever is forever tarnished.
Ask high, settle for much less.
Rose and his people are idiots for letting this go on this long.

I think if Rose had been willing to cough up the 20 mil from the gate + allow her to keep her anonymity, her legal team would've agreed to dead any further legal actions against him in a heart beat, prob keep it under wraps too. She seems more interested in getting paid than fukkin over Derrick's life imo (or they would've been pushed for a criminal charge), but the issue seems to be Derrick is stubborn as hell playin hardball. And so now her legal team is returning the favor. By putting out there's a criminal investigation, that then means she could possibly still keep her anonymity thru the duration of the civil case, even if she doesn't really plan on pursuing a criminal case once the dust settles.
But of course, as a result of that tactic, the very idea or perception that there's a pending criminal investigation now just makes derrick look that much worse. Just messy as fukk

He screwed regardless, once someone accuses you of rape your character will always have that blemish even if proven innocent.
I wouldn't have bothered messing with her again after the first rejection, so to avoid a situation like this. B/c if u and ur boys running a train on a drunk girl at her apartment after she insisted prior to that she aint down with that, then even if you swear she changed her mind last second and swear she was sober enough to make that decision... that's just too risky a situation for me to fathom myself in on some "well.. i don't see how anyone could view this as rape" pov.. But idk all the factual information, so whatever happened I do hope Rose actually is innocent and his team has a master plan in place to prove his innocence, like her caught on tape talkin about scheming him like this or something.
