90's were a long time. G Rap put out Wanted Dead Or Alive, Live and Let Die, 4,5,6, & Roots Of Evil. Rakim put out Let The Rhythm Hit Em, Dont Sweat The Technique, 18th Letter & The Master. KRS put out Return Of The Boom Bap, KRS One, I Got Next.
Maybe you should narrow it down to 1995-2000.
1995-2000 though P was definitely top 10, if not top 5. Multis are just a small thing in the bigger picture. You talk about them like they the holy grail but really they just one tool a emcee can choose to use. P didnt really need them. Tone, delivery, choice of words, storytelling, hooks, confidence...dude was a beast. The descriptiveness of his words and the atmosphere he created put him right up there. He had a nice run. When he eventually fell off it just sounded like he got lazy.
KRS aint really a multi rapper but he definitely top 5 all time. I got him in my top 3.
