Prodigy was ripping everything in the 90's. Top 5? Well as far as NYC rappers I can only say Big, NaS and Jay were for sure rapping better than him overall. But you can't sleep on "P", he had quotables for days. To me he didn't officially fall off until after "H.N.I.C." and "Infamy" LP back in 01' that's when it felt he just didn't have it anymore. Some blame the disease and that could be true but for me I just didn't feel the energy. Some give Jay credit for "Ending Mobb" but he really didn't end them but they did lose some street cred. Here we are 11 years later and he's still not spitting like he use to. This was my shyt in high school, P went the fukk in:

liquid swordz still goes over your head i bet. gza's pen game can never be shytted on. his flow at times is lacking though i will admit, but he only got better with word play as time went on.

jay didn't even drop in 95. i'd say rd is better lyrically than any mobb album though.

96' Jay was going in at that time. Lyrically Jay was at his best on RD and Vol 1. Yes in 95 at that point P was better than Jay but he wasn't better than Biggie or NaS. By 96 I'd argue Jay was killin it at that point lyrically. Again I won't take nothing away from P. Infamous-HOE-MM-H.N.I.C. he was bodyin verses left and right for sure.
