The only reason the Haiti DR revolution failed is because 1) they lost a war and 2) cacs wouldn't accept their exports. If not for these 2 eventualities, the DR would look very different.

If it isn't about race, why isn't the DR government going at the western colonials? Why is the government's focus on citizens of Haitian/black descent?

According to a recent census 90% of immigrants to DR were Haitian. That obviously affects the images we see.
It makes it seem like they're only going after Haitians when it's really anybody that's undocumented.

Who says they aren't? If they're undocumented they'll get deported as well.
Even if there is a focus in Haitian immigrants it makes sense why. Haitians are 90% of the immigrants.

18% of employees in agriculture are Haitians
29% of construction workers are Haitians
3.7% of the hotel industry are Haitians
2.6% of manufacturing industry are from Haiti
7% of the overall workforce is Haitian.
Haitians contribute about 5.4% to the GDP of DR
Haitians working in DR contribute about 25% to the GDP of Haiti
275k Haitians signed up for regularization ( that's 93% of all those that signed up)
