Think of it this way:

The President is the musician, the house is the beat maker, and the senate is the producer.

The president is making hits, but requires a beat and proper mastering, or else the shyt is a dud on the streets. So lets say the president got a song, the house provides a proper beat or gives a beat that should be flames on the streets. The Senate could be like "nah breh this shyt is trash", which ends up causing confusion between the musician and the beat maker.
