Usually presidents are smart enough to know how math works to concede the election. This is why the Trump campaign is throwing out baseless accusations of fraud. Secondly, lets historically look at when "Fraud" is often claimed and how its not an accident its always tossed at black politicians and black areas in particular. Not much accusations of fraud in Arizona but plenty thrown at Atlanta, Milwaukee and Philly. For a reason. Feel free to push that yourself if you want to as a supposed proud black man.

No he’s still president even if Trump doesn’t concede

It’s not unprecedented to announce victory before all states are counted, remember it’s whoever gets to 270 first not until things are all said and done.

The electoral college decides and it is not until December (typically) until that happens. It’s not uncommon to know the same night actually.
