It's not ridiculous at all, your personal info doesn't have to be stored when you present your identification online either. It's literally just a verification check with a third party service, the porn site or the auth service never needs to store your PII.

UberEats, for example, scans your ID if you order alcohol through their app to verify your age.

Pressing websites is pointless.

Congress should’ve pressed tech companies a long time ago to develop more robust parental controls for the devices (smartphones, tablets, PCs, etc) minors use to access the internet.

This makes so much more sense, therefore it's highly unlikely to happen.
