Mastermind was a straight scumbag in the Dark Phoenix Saga, just the lowest of the low. He's basically the comicbook equivalent of the dude who tries to slip roofies into women's drinks at the club, then lie about it. Emma Frost was also pretty cold blooded back in the day...As for me, I nominate...
Dark Phoenix flew around space absorbing stars and blowing up planets for fun. On top of that, you had more interesting drama and character dynamics because she started off as a friend and ally to the X-men that they all cared about.
Mr. Sinister is the runner-up with all of his eugenics schemes. Apocalypse is dope in the 90s cartoon, but his win-loss record in the comics is kinda suspect IMO
EVERYONE was shook at the thought of Dark Phoenix coming back until they messed around and retconned Jean's death in the mid-1980s. Magneto is the best CHARACTER out of the X-men villains, but he's not the most evil. Magneto actually has a point, he's just way too extreme.

That book where he ripped the adamantium out of Wolverine was and still is one of THE most savage acts I seen in superhero comics.
Jean being distraught while telekinetically holding Wolverine together, then Prof X becoming so enraged that he turned Magneto into a mindless vegetable....it was nuts.

That scene was dope but I look at Magneto more so as an antihero type character than a true villain
it was a savage act but in terms of villainy is dude really on a Sinister or Apocalypse level

3. Sinister. But really, dude just keeps running out of lab supplies. Only person he actually has any type of grudge against is Apocalypse. Honestly, if Apocalypse is/was the End Boss for mutants, then Sinister is the hidden optional boss you only reach if you win on the hardest difficulty with a perfect each match.
4. Selene. Why y'all ignoring Selene? If there was a mutant God of Evil, Selene would be it. She literally lives and powers up off death, is worshipped like a god and feeds off her followers and has been doing it for WAYYY longer than Apocalypse has been alive. Broad was damn near a CONAN villain. Matter of fact, she's the VILLAIN of a CONAN VILLAIN.
