Most people in general do not have the discipline to manage large sums of cold hard cash.
One thing about people that don't already have money is that they don't invest in assets that will grow their money and appreciate over time.
Most splurge on luxury purchases they didn't previously have access to and end up right back broke and complaining over time due to mismanagement.

In my opinion, putting those funds towards incentivizing behaviors that will themselves yield positive results in our community will do far more good than just a pile of money.

Not African-American but yes they do, our ancestors were brutalized, raped and worked for free for damn near 300-400 years and are still feeling the effects today. All descendants of slaves throughout the Hemisphere shoud get their reparations and to an extent Africans should too.
