Pretty sure you can catch all Eevee evolutions at Lake of Outrage. Flareon, Jolteon, Espeon all caught from there. Riolu still ducking me at Giant's Cap.

Can someone explain IV's?

Long story short they're scalers for each stat with 31 the max, the points a pokemon gets when it levels up is determined by them and nature. Two of the same pokemon can be the same level and nature but one faster, stronger, etc bc of better IVs.

That’s his mom. She’s the ice gym leader and takes his place in Shield. Given where the gym is she makes more sense than him being there.

No she's the mother of the gym leader in Sword. He's in her rare league card with her in Shield. His name is Gordie. He takes her place in Sword and there's no reference to her at all. Instead of her Ice Gym he had rock types.

There isn't much regarding their relationship but after she gives you the badge, she tells you to beat her sons ass if he ever challenges you after you become Champion.

Her league cards also allude to her and her son having beefed over him wanting to train rock Pokemon and her wanting him to train ice and take over the gym and it resulted in a pokemon battle. Because of this, they don't see or speak to each other. Also makes mention of the fact that despite this beef, she managed to be the first member of his fan club, which he is not a fan of at all, which you can see in his face in her rare league card picture.
