Nah Goku was weaker from Jump Street. He spent the whole ten days prior talking about how much stronger Cell actually was, but still being confident because he knew about Gohan's power.

If you notice, all throughout Goku vs. Cell, while everyone else is having their minds blown Gohan's like " F'real dad, this is all you've got?"
