Ok, fine. The better coach and the reason being because of what I laid out. There are several coaches that would have won a gang of titles with Mike and Pip and then Shaq and Kobe. You can't take that away from Phil but the teams were stacked.

People will say "well, Pop didn't win without Duncan" and that's true but they went through like three variations of that team and were still winning titles with Duncan past his prime. Plus, they won a title after Robinson and before Parker/Manu got good where Duncan was the lone star.
