Would a Ryzen 7 5800X and a 3060ti be enough to run these games downsampled from 4k on a 1080p display?

You should be good your GPU is way above the recommendation for Nintendo Wii U/Switch Emulation. CPU is the main factor for emulation and you have 5800X so you should be good in that department too.
