Interesting. Who would represent this 6th bloc? Brazil and the US have the highest African populations outside Africa, approx 100m combined vs the Caribbean's approx 50m. I think the differing circumstances (huge populations subsumed in a white country vs smaller pop's with their own countries) should be accounted for. Otherwise, one group or the other would be excluded from leadership.African states need to develop policies which allow members of the African diaspora to become a part of the body-politic in Africa. African states are already doing this to an extent. You may not be aware but African states are pushing to have the African diaspora recognized as the 6th regional bloc of the United Nations.
As to what states can do themselves, they can offer members of the African diaspora:
- Citizenship
- Freedom to Travel to their countries Visa free
- Freedom to work in their countries
- Recognition of licenses and academic degrees
- Freedom to study in those countries unencumbered

Would recent emigres, or their children who hold dual citizenship, be included in the Diaspora's #'s or those of their 'home' country? Would the European Diasporans be included in their home country's #'s, or would they be included in the 6th bloc?
