Meek didn't diss first. Telling people he heard reference tracks & sharing with everyone that Drake wasn't writing all his own rhymes isn't a diss.
Drake dissed first & dragged Meek into a rap battle to distract everyone from the conversation and to keep from having to answer questions about the ghostwriting accusations.

How is airing out somebody out on twitter that you supposedly friends with, who took you on tour and hopped on both your albums to help you get a buzz not a diss?
It wasn't a diss song or any bars at all. It wasn't music. So it isn't even the same. Drake made it a rap battle. How were Meek's tweets an invitation to battle? Meek was telling on him. Meek felt a certain type of way. Meek is a rapper. Instead of rapping about it, he became Twitterfingers and tweeted about it on Social Media like the THOT he is.
Drake responded on wax like a rapper should....
He has to express everything on a song and then leave it as a battle? That would imply he was trying to get something out of it, like status in rap off Drake. Which he wasn't.
And why is he a THOT for tweeting? He was letting the people know what was happening. So if he didn't rap about it, he had to keep it to himself?
Drake dissed Meek instead of categorically denying the accusation. And didn't outright deny it in the song either. Drake took something that didn't require a battle to address and made it that. So he dissed first.
