The majority of Russian billionaires got their money legally, when the USSR broke down and the nationalized assets were distributed - they’re not making billions selling pirated content from companies that would bend the space-time continuum if it means they could recoup all of the money for the intellectual property
I don’t think the guy that was opening accounts in his own name for his clearly illegal business was taking great pains to hide his money in “overseas accounts, stock, and crypto.”
Stock can be liquidated and the interests can be seized, the absolute vast majority of money in any legitimate financial institution, overseas or not, can be frozen or seized, and crypto isn’t a permanent store of value by any stretch of the imagination.
