The problem is that WWE's style is vastly different than what you see on other promotions. And the guys they gave ID'S to were already highly touted, so they were gonna get burn anyway.WWE ID seems like an attempt to create the territory/international NXT system Without opening up actual NXT satellite promotions.
Now they sign wrestlers have them be traveling talent and champions and have them get experience while they develop and gein some notoriety at the same time...
