It's either Circe shape shifted into Steve, Hades bringing Steve back as a bargaining chip for Diana to do something for him or her mother made a new Steve from clay.

I'm going with Circe

This is the most likely scenario. Kind of like Goku in Dragonball Z. Diana probably doesn't have any allies to defeat Cheetah so Hades grants Steve a temporary life to help her.

Role reverse that Diana has to explain the world of the 80s to 1910s Steve the way he did to her in the first movie.

I read they are using the now defunct Lamdmark Mall here in Alexandria VA (Northern VA near DC) They also did some scenes in Georgetown.
I have not been over to that area in a long time and it was kind of run down when I was last over there. (Landmark).
She is going to need them powers to keep from getting robbed at night ......
