I think that Gamma feels betrayed by Alpha, or maybe she is becoming skeptical of the Whisperers ideology. She's emotional at the end because she is torn.
She has has fully bought into Alpha's teachings, but the supposedly weaker group has fresh bread, children, plentiful supplies, communities, etc. The Whisperers have none of that.

it’s pretty much a cult, these people are investing their entire way of life into the words of the their leader, if they don’t have her word then they ain’t got shyt, it woulda been the same if dude locked up saw that Lydia was alive too

The signifance is that Gamma told her sister to forget about her son, same way Alpha did when she "killed" Lydia as a sacrifice for the pack.

Then when Frances tried to kill Alpha, Gamma saved Alpha instead and pushed her own sister to get eaten by Walkers. All because she was under the belief that Alpha killed Lydia, which now she knows the truth to.

Also Alpha made her believe that she sacrificed her own family for the better of the group but she didn't and Gamma sacrificed her sister and her sister had to sacrifice her baby for the better of the group. She lost two loved ones for Alpha but Alpha didn't have to give up shyt.
