Its the same reason Herschel never ran out of shotgun ammo.
A lone sniper would less likely be spotted, all he/she would have had to do was lie in wait and basically force them out from cover and let the Governor and crew pick them off. I'm just throwing out ideas though that had to be one of the worst gun fights ever.

Yall watching Talking Dead? Axel was sposed to be a serial killer that kidnapped one of the younger characters and dragged her through the woods...That woulda been hella interesting.
God mode Hershel is still a GOAT moment. TWD doesn't do gun fights even remotely well, the show is so good no one is really going start trippin over technical errors but damn, Hershel stood there for 20 seconds pumping endlessly, like there wasn't even a cutaway to even make the argument he might have reloaded.
