Looks like he might be willing to get Oleg to frame the defector as a spy just so he can exchange her for Nina.
I can see a point where Phil defects but still comes home and has to act normal with the kids/family life while Liz is plotting ways to kill him. One of them is gonna end up taking Paige and Henry away. Either Phil to give them a normal life, or Liz to get them trained up/brainwashed in Russia. I think they are headed in opposite directions by the end of the series and one will have to take out the other.
