Cissy knew Franklin signed his own death wish when she offered him the KGB offer and the chance to walk away and he said no 
Teddy and the CIA were never going to give him his money back or let him live. And Teddy would have come back and killed everyone.
But really Franklin would never have taken Cissy, hell Teddy never would have been captured the way he was or even reacted they way he did to Cissy.
Everything has been dumbed down to turn the show into Breaking Bad lite
I'm not going to say it's not been entertaining or intense but John Singleton NEVER would have concluded the show like this.

Teddy would have gave the money to Franklin but best believe he would have tried to murder him and his family after. Teddy wasn’t giving him shyt he knew Franklin was desperate and check mated him when Franklin said yes to the split. Cissy had no choice but to get that cracka out the paint.
