I'm trying to figure out what Kevin has done to think he's a "partner" other than growing up with Frank.
Jerome is family, had Frank out there selling weed before moving up, his house was the headquarters for a while, kind of the head of security and we clearly see he had pull as he was telling people where they could/couldn't sell.
Louise was clearly someone Frank trusted, again family and someone Frank looked to for counsel, set up his first coke deal.
Leon actually did some dirt, led him to the dude to get his cash back, was with him during that ordeal, went with him to take the booty bandit out, actually pulled the trigger. Did all of this and doesn't walk around with this inflated view of himself thinking he running shyt.

ya she is, Shes one of my favorite characters. Kev is a bytch, his ego is too big, he thinks hes a boss. I dont think hes smart enough. Although im sure hes gonna break off and become Franklins competition in the future.
