They're not arresting someone without sufficient evidence. Word of mouth is not sufficient evidence. Tommy might be a known killer but he has never been arrested for murder. The most they would do based on a call like that is bring that person in for questioning. Proctor daughter said it best, no witness no case. No murder weapon no case. Tommy left no witnesses and there are no weapons linking him. Even if paz called the police have jack shyt to actual try him and convict him.
