A neighbor on my block has his car set up like that, this was 1998 - 2000. I'm sure that "technology" was around earlier that time period.

You're probably thinking like that, because you don't personally know any handicapped people, when I was younger I had those same type of questions myself thinking how do handicap people get around in their personal lives without any assistance.

My grandpa was in a wheelchair and he drove in the 1950s
