Pretty much. T'Challa, W'Kabi, Killmonger, and M'Baku were the only notable Black male characters in the first film. Killmonger was the bad guy and he died, W'Kabi was a traitor and imprisoned. We all know what happened with T'Challa unfortunately. That only leaves M'Baku.
They would have to introduce either Kasper Cole,Vibraxis, or make up some other character if you want more Male rep.

Daniel Kaluuya couldn’t be in the movie due to scheduling conflicts. He was shooting Nope.
Nope started filming a entire year after black panther started filming. they probably could've brought him in for a few scenes if they wanted to.

His character appearing wouldn’t make sense anyway because he imprisoned and the people of Wakanda view him as a traitor for betraying T’Challa and siding with Killmonger in the first movie.
