Wealth tax and tax on higher incomes are different things. Even so called socialist countries in Scandinavia removed wealth tax. Taxing capital income and salaries over 5 million is a tax on the rich. Wealth tax means that people who own stocks have to sell stocks to pay taxes. Old people might have to sell their house to pay taxes and on. It adds a lot of complexity and might not be the most efficient way to tax the rich.
