the DNC put superdelegates in place that would ensure hillary clinton won the primary. they acted like it was a pre-determined outcome that it was "her turn". they sent out a memo to the entire democratic party that it was "her turn", so that no one even dared to challenge her; this is proven by contrasting it to the outpouring of candidates who are suddenly interested in running in 2020. and they even fed her debate questions in the debates
