Restricted free-agents have took a big hit this off-season. JaMychal should have been signed by somebody.

Maybe some of the 15 only have partially guaranteed contracts.

I checked sportrac and they have 15 guaranteed and 2 non/partially guaranteed. Of course I could be wrong and they haven't updated it yet
