Unless white people in all these states change the way they see policing especially to minorities then nothing Obama can do will change their attitudes. This change has to come from white people that live comfortable in their white neighborhoods. People expecting Obama to wave a magic wand to fix institutional racism are delusional.
White people also aren't going to listen to a black man who is president tell them that their race is the cause of a lot of the misfortune in the black community. They don't want to hear it from him and they will just tune him out. It's really pointless for him to say anything tbh.
