If you believe backs are inferior to whites, you believe that, thats a binary belief, either you accept it as true or you don't.
The degree that you seek to enact methods to hurt blacks has nothing to do with whether you believe in that idea more or less than the next man who holds that idea, its simply you enacting your plan to address it. There could be another man who holds equal belief in the veracity that white race is supreme but doesn't believe the best way to execute is to seek out blacks and kill them, he might think its preferablet o ignore them.

That said if we were to compare on actions, which one of these two racists HURT or brought HARM to black americans to a greater degree it is unequivocally Biden for his two crime bills alone.
