Nah I don’t think he’s put in enough work to be Knighted a legend. We can’t put his body of work up against Nas, Jay, Common, Black Thought, Rakim, KRS One, Scarface, Ghostface Killah, etc and say it compares.

His lack of discography is what makes him a legend. Got a Jay Z collab album with less than 10 songs available on streaming. Dated Illuminati/13 Bloodline royalty and survived. How's that not legendary?
