The local news media has no problem showing people grieve when they find out about tragedy. I never liked it, but this is no different IMO
I'm not trying keep any particular story arch going but remember that the government killed Malcolm X using members of the Nation of Islam. The FBI and CIA where actively trying to create beef between Malcolm and Elijah and they had infiltrators all in through the NOI. So was this just some street crime? Maybe. Could it have been a hit? That's possible too. If you were alive when Malcolm was shot you would think it was just this guy below:

I wouldn't say nip was a better man, but he was certainly wiser than pac at the time they died. But remember pac was 7 years younger. And I'm sure by the time he got to 33 he woulda done great things as well. He was already on that path.Honestly, Nipsey might have been a greater man than a certain 90s rapper he's being compared to.
NIPSEY was NOT a disrespectful dude on records. He didn't beef with anyone. He literally used every change he could to speak on the betterment of black society.
