Your eyes are deceiving you then, because they aren't the same. White people tan naturally in the sun. So while they may take artificial routes to achieve the looks that tanning brings out of convenience, they're still only replicating something that happens naturally. Bleaching isn't natural in any way shape or form. There is no way for a person to get lighter naturally.

Tanning being natural while bleaching is unnatural makes the 2 practices different regardless of you refusing to admit it. That's a clear difference You're really being disingenuous when you try to say that a white person who tans has the same self image issues as a black person who bleaches ther skin. That's a really ignorant position to take and it would seem to indicate that you're unaware of reality. Self hate is a much bigger issue amongst black people than whites, for obvious reasons.
