So then what are you suggestion this reaction is going to be on the end of businesses and smokers between 18 - 21. ???????????

People have to adapt(and they always have) so pretty much yea.

They have to keep those cigarette sections in the grocery stores in check.

Considering there are thousands of local grocery stores on almost every corner of the street. They can probably get old Bloomie to veto the law before it gets officially enforced.
