Your entire theory is wrong. I seriously hope you don’t think that the NBA rigs their own product and sends players to teams as compensation for having lost star players in the past. Let me break it down for you: Why do you think these teams are perennially in the lottery? Because in most cases they aren’t well run organizations. Why would the NBA then turn around and continue to reward those same poorly run franchises with #1 picks? Wouldn’t that be bad for the NBA to fix its own process for teams that have proven they can’t manage those assets properly?

Anytime I hear these conspiracy theories I just assume the people who believe them have a tin foil hat on, believe Tupac is alive and have seen aliens. If any of those describe you don’t take offense but that’s just how I envision anyone who believes the NBA would fix its own draft lottery

We literally have proof that the league interfered with the FBI investigation involving Tim Donaghy out of the fear of what would we found and brought to light. We see all the time on here and other places were people question the officiating and what's actually going on. Don't sit here and pretend like those conversations didn't exist.

Don't also sit here and pretend that people weren't talking about whether the league was rigging the lottery for Cleveland to accumulate assets for when Lebron returned home. Even you know that shyt was suspect with how they managed to end up with that many #1 pick 3 times out of a 4 year time span and the same season that Lebron chose to go back home.

My nikka are you literally going to sit here and pretend like there wasn't rumors and speculation well in advance that Lebron wanted to return back home to Cleveland well in advance of it happening?

We knew that AD wanted to go to the Lakers well in advance of the trade actually happening and him actually saying that he wanted out. Don't sit here and act like reports don't come out ahead of time. We knew before KD's last season in GS that he was bouncing the moment the season was over.

Honestly, a bunch of these teams in the lottery have horrible player development seeing as they've been in the lottery on/off for years with no light at the end of the tunnel. The cause is either the talent pool just hasn't been that good for a long while now or that teams just suck at player development when it comes to players that are "projects."

With that being said, I'd have to say Toronto.
