I Am was supposed to be a double album, but it got changed to a single. I am not sure if that had to do with the bootleg or a record company decision to try to maximize profits by releasing two albums in one year instead.
There was a widely available bootleg that circulated, containing 14 songs. But even when the bootleg was out, nobody thought that it was supposed to be the official, final version of I Am. The bootleg was missing "Nas Is Like", for example, which was already out. It also didn't have "You Won't See Me Tonight" (which was mentioned in magazine ads for I Am). It didn't have "NY State of Mind part II," which people knew was supposed to be on I Am.

There were also some other unreleased Nas songs floating around that weren't on this widely available bootleg, but got leaked anyway. These included "You Gotta Love It" and "Amongst Kings".
Each hardcore Nas fans had his/her personal favorite 3 or 4 songs from this collection of unreleased material. When those songs didn't show up on the official version, they inevitably complained.
The best scenario, in my opinion, would have been to keep I Am as a double album. With so many fans having heard so much material, there was no way to please everybody in terms of a final tracklist that excluded so much.
