Man, what Oda has done with Law alone shyts on what Kishi has done with the 9. Dude let a "genius" in Neiji turn into nothing. Didn't even care to give anyone else any sort of hyped up cheat codes. The Sharingan keeps on getting new moves but CACeyes topped out like 200 chapters ago. Only Gaara and Shikamaru have gotten any love. You know good and damn well all the supernovas are going to be on some OTHER shyt in the New World.

Its a clear difference in storytelling. Oda gives a lot of liberties to his characters and you just assume as time goes by they level up. But wit Kishi he has a tendency to want to show his characters training to level up. It seems he just didn't want to do that with the 9.

The 4th aint do shyt for Naruto. Naruto was living by himself and hated by everyone in the village in the beginning of the manga. Naruto was all talk until he saw Sasuke's gully and wanted to copy him. Sasuke of course got his swag from Itachi. Naruto never knew his father, Sasuke filled that role.
