Well, he already has the Eternal Mangekyou, but it would be lame for him to get the Rinnegan.
I mean we've already seen the Six Paths, zombie Nagato, Obito, and Madara using the Rinnegan. shyt is played out, it would just be like fighting another Madara. Bunch of moves we've already seen over and over. I'd rather Sasuke get something new or just straight up be more powerful than people think.

Don't try to make sense of these dumb ass nikkas not understanding the context in which the 1st said itachi was a better ninja(see:man) than he is. He simply meant that the sacrifice itachi made for the village was something that even he himself would probably have a problem doing. Especially considering how the 2nd made the uchiha out to be overly emotional beings, he had to kill all his feelings/ties to his clan on a totally different level.
But then again, these are the same mofos that deduced from one panel than the 2nd was gonna off Sasuke with one finger completely ignoring Amaterasu/Susano'o/Perfect Susano'o/Whatever new upgrade he got with the EMS.
