Based on what we saw in the last chapter, Tobi seems like some bummy uchiha who got tossed in the bushes.

I dont see why he cant be Shisui, like why didnt kabuto resurrect such a ninja with high level techs... Itachi just flat out shows dude ripping out his eyeball g status and supposedly still killing himself, but dont nobody know what happened to the body?
Well, you need DNA to use the resurrection jutsu, and Kabuto says he couldn't find Shisui's body anywhere. But I don't think Tobi being Shisui makes much sense for a lot of reasons.
For one, remember, Tobi was the one that released the nine tails on the village 16 years ago when Naruto was born. How old was Shisui back then? Itachi was only like 5 and I didn't think Shisui was THAT much older than him. Plus...why would Shisui attack the village and frame his clan, and then let Danzo take his eye...and then give his other eye to Itachi and tell him to protect the village?
But it is a little suspicious that nobody can find his body. That said, it seems like Tobi is either a Zetsu clone (or something) that Madara created to carry out his plan, or either some random unknown Uchiha that was working under Madara.

The only reason I can figure Tobi is Shisui is that he took Itachi's villain role to the next level. Playing the villain to unite the ninja world OR he just went nuts and decided the moon's eye plan is the only way folks can act peacefully
I think there's always been 3 separate masked "tobi's" the entire time. The masked one that met with Itachi (Madara), the one who fought the 4th (I think it was Sasuke's pops) and the one that's fighting the war (Shisui or more likely a Zetsu clone of Madara)
I don't think we're gonna get that final fight between Naruto and Sas anymore now that Itachi gave some closure to Sas.

My theory is...it was either Shisui or Tobirama (2nd) or Izuna. Both of these characters use the space/time jutsu and so far the only other character that has been able to do that is Tobi. It can't be the 2nd cuz he's gone wit the Death God. Shisui of the body flicker is the only one left. We know almost nothing about Izuna so it may be him too but they said he was dead and gave Madara his eyes. Just like Shisui gave Itachi his eye.

If that's the case then he might as well just be a new character. Kagami is a random background character that has nothing to do with anything other than being a Uchiha. I think he had like one line the whole chapter, if that.

Here's what we know for sure:
1.The real Madara is aware of the existence of Tobi
2.Tobi acknowledges that he isn't really Madara, and he says that he's "nobody"
3.Tobi did not want Madara being resurrected, he was a bit pissed off when he found out.
4.The real Madara was around long enough to see the formation of Akatsuki.
I'm positive that this guy is either a clone or an apprentice. One reason I think he could be a clone is because when his arm got destroyed, it looked like he used a zetsu to replace it so he's at least compatible with zetsu DNA:
I can't really see Madara acting like a fool. The guy seems way too proud for that shyt, but we do know that zetsu can be bipolar and Tobi was originally comic relief. The question is, when did this guy show up? I believe that he's been following Madara around since he was supposedly murked by the the first hokage. Homeboy probably helped him fake his death. The guy that fought against Naruto's pops was Tobi. Madara isn't the kind of guy to do some bytchmade shyt like taking hostages
and because Madara feels like he's the shyt, he wouldn't hide his face either. This guy is wearing a mask because on some level he doesn't want to soil the legacy of Madara, even if he could pass for him. I think that he was an uchiha that agreed with Madara and watched him fight the first hokage from the sidelines, then after the battle he took his body away and restored him, or he's a zetsu-like creation. The relationship this guy has to Madara is probably very similar to the relationship Kabuto has with Orochimaru.
At this point though I don't think its important. It can't be anyone we've already seen. We'll know for sure whether he's an uchiha or not when he starts fighting Naruto now that his tailed beast bodyguards are gone.
