Nah, IMO the only Kage that's really been a fukk up was the 3rd.
1st Hokage was the blueprint and build the hidden leaf.
2nd Hokage was smart enough to have a plan to try and keep the Uchiha's bytch made tendencies in check.
The 4th barely had the job but died saving the entire village.
The third couldn't keep the Uchiha in check, didn't look out for Sauske or Naruto like he was supposed to, allowed Orochimaru to run wild, AND he couldn't even finish Orochimaru off in their final fight. Sarutobi aint shyt, even his grandson didn't respect his old ass.
He showed up with a child support check every month for Naruto.

I said Kage's, not Hokage's. Kage's is a general term for all the leaders of the other ninja villages including Konoha.
nikkas sleep on the 3rd, this nikka held the village together in the out break of war while the 4th was out murking nikkas. Not to mention this cat held off the 1st and the 2nd while keeping majority of the village safe AND having the wherewithal to incapacitate his enemy when he knew he couldn't kill him.
Think of the 1st like FDR, the 2nd like Harry Truman and the 4th like JFK...the 3rd is like Bill Clinton. A favorite of the people and his strength came from his domestic policies, he kept the Uchiha under control. Ok'd the Itachi operation, and again kept the viliage safe after the chunnin exams....
